Will the mullet hairstyle ever make a comeback and is there some parts of the U.S. where it never left?

The mullet is not cool. People who have it think its a fashion statement. It will never make a 'comeback', people take pictures of mullets and post them on social networks because they think its cool to make fun of individuals. Each to their own, but I would never, ever have one!
