No water is coming out of my shower?

You can take the shower head off and see if water comes out. You can take all of the pipes loose down to the valves without turning the meter. Past the valves, though, you have to turn the meter. If you've taken all the pipes loose you can without turning the meter and still no water, turn the meter off. Now, take the valves off and have somebody outside turn the meter while you are inside watching for a possible geyser, and within yelling distance for the outside person to turn it off it it gushes. If still no water, remove one pipe at a time, using the test I described, till you find and eliminate the clog.
