Help? Child support and visitation?

My friend lives in Virginia and his baby's mom and child live in South Carolina. He got locked up a few years ago because he had lost his job and was behind on his child support. He has since been making payments. He is about 3000 in arrears, but he pays his child support every month and when he files taxes it goes to his child support. For instance he was actually 5500 behind in arrears but his 2010 taxes of 2500 went to his child support. So he makes his regular payments and is going to use his 2011 taxes to take care of the rest that is in arrears. His baby's mother always tries to dictate when he can see and talk to his child. He is a loving father and talks about her all the time. He goes to visit her very 2 months and is moving back to S.C. at the end of the year. Right now he lives at his father's so he can save money and usually his daughter comes for a week in the summer. Well he has a girlfriend now and his baby's mother won't let the little girl come because she thinks he lives with the girlfriend. I told him to tell her that he does stay at his girlfriends house a lot but he doesn't live there and that he's gonna be staying at his dads when the little girl comes. Well he told his baby's mom that she can't be trying to dictate everything and she got pissed and told him that she is now going to take him to court for being behind on his child support. Will they lock him up over the 3000 although he is paying his payments every month.
