Could one nuclear explosion have stated world war 3?

ok I go back in time to 1977 with a nuclear bomb (about 50 kt) and hide it in say(pick a city at random) tulsa and set it of, theirs no reason for the US government to suspect any other nation, what is the likely hood they would blame the USSR any way and start a nuclear war?
